Government shall arrest

at any time any mob fighting with arms or refusing

to obey the Police or Military.

C. Hemlations for small handicraftsman: –

(1) ..nybody who has been licensed with a small

business licence to employ less than 3 workmen

and has been duly registered by the Police,

will be classified as "gmall handioraftsmen".

9. Regulation for verksen employed in essential

Industries, such as: -

(1) Manufacture of military stores.

(2)

Financial enterprises.

(3) Communications.

(4) All work having direct connection with the

livelihood of the people.

In case of any trouble arising among

workmen of the above 4 classes, any decision of the

arbitration Board shall have complete effect and

shall be compulsorily enforced by Government.
